Very nice composition, lighting and detail. It is a good looking image, especially for the magnification. I would suggest a touch of noise reduction on the background and possibly slightly less sharpening.

I agree with the above, when sharpening, go to EDIT, Fade Unsharp Mask, 100% luminosity, that will get rid of the halo that is around parts of the image, (perhaps try Smart Sharpen, it isn't so harsh, set the radius to about 0.4 and adjust the Amount slider so that it is just right), the fade sharpening applies to this too. Love the colour and detail.

not a Cicada but a Planthopper nymph, the feathering at the back is crystallized waste product I believe. Anyway nice detailed shot.

based on what I see,this feathering open like a ''Badminton'' when the planthopper jump,and it help him to slow down
and land safely.
